Neptune Beach installed its new officers during a special meeting Dec. 3 in council chambers. Outgoing council members Kerry Chin and Lauren Key, as well as Mayor Elaine Brown, addressed the attendees at City Hall while Councilors Tim Horvath in Seat 2 and Brent Rogers in Seat 3, and Mayor-elect Cori Bylund, were sworn into office.
