A string of retail thefts led to a lockdown Nov. 17 at South Beach Regional Shopping Center in Jacksonville Beach.
Gilbert Simmons and Joshua Hough were arrested and charged with multiple counts of theft after stealing more than $4,000 worth of merchandise from several locations in south Jacksonville Beach.
